Senator Dayton, it's called "the weather." It is unpredictable, especially here in Minnesota, and there's nothing you can do about it.

A hook echo is a "classic" radar indication of tornadic winds. So it may not be an unreasonable proposition to determine if there was a delay in the warnings and why. NB: the actual warnings are apparently issued out of the NWS office in Kansas City.
